Community Intervention Towards Development of Urban Working Children

Child labor is one of the burning issues which Bangladesh is facing due to high growth rate of population, poverty, lack of awareness, illiteracy among poor families, rapid urbanization and push and pulls factors. About 7.5 million children are engaged in child labor in Bangladesh. Poor parents push their children for works in different formal and non-formal sectors for supplement their family cost of living. But these are violation of child rights. In workplace children have to work like an adult or in some cases more than an adult but receive low wages this is another form of wage exploitation. These are exclusively violation of child rights. As Government of Bangladesh is a signatory of UNCRC and has taken many measures to eradicate child labor but this effort is still a far way to achieve. Child labor intensity is higher in urban areas rather than in rural areas.

The location of the implemented project titled Community Intervention towards development of urban working children is at Kamrangirchar which is recently merged with the Dhaka City Corporation. It is situated at the southwest part of the Dhaka City and on the bank of the river Buriganga. A large no of poor families are living here in different slums. The area is densely over populated, characterized by huge scarcity of water, sanitation, medical facilities and other facilities of urban life. Most of the family members are illiterate or semi literate and their professions are break snatching, day labor of different small factory, Rickshaw pulling, hawking etc. Female members work as domestic workers, day labor and small bangles factory worker and hawking different types of goods temporarily. The poor parents could not able to provide nutrition, clothing and education, health care, recreational facilities. Due to this situation, children are engaging with different works and not getting any opportunity of receiving education and growing up without enjoying their minimum right.It is also observed that there are also different broken families, who do not take care of their children properly. There are many occasions when the husbands leave their wives and having another women and living with them without any hesitation. Therefore, the women not even properly divorced and could not take care of their children. As a result, a large number of children from slum community are engaged in different types of hazardous work in informal sector such as, small factory workers, Flower & Cigarette vendor, leather shop and factory, Bag factory, Plastic shop, imitation ornament factory, shoe making, ball press, hotel boys, bangles and welding factory worker, human hauler conductor, break snatcher for self and family survival. Without any exception, the working environment of these children is hazardous also.

The current educational status of the working children depicts an alarming situation in the working areas of Nari Maitree where working children are currently not enjoying the rights of education. As a result most of the working children have not involvement with any child organizations. The working children are currently living at low cost rented houses in the existing slums or with the employers place at the working locations. Children works act as an obstacle for the realization of participation rights of the children. Lack of participation scope also creates a psycho-social impact on the working children and consequently children lose interest for enjoying participation rights.

This project aims to establish child rights specially to ensure basic education for the targeted working children in the project areas where the children are the most vulnerable segment of the community and the society as well.

To establish the basic rights of children, Nari Maitree provides them different service delivery like education, social mobilization work etc. The organization feels that providing the children service delivery is very important at the initial stage. If they are provided this facility, they can proceed for further accomplishment.

If the project is implemented effectively, all the sections in the community will be able to learn the basic need of education, especially for poor and deprived children. It should be mentioned here that the education is one of the prior areas of GOB for achieving the MDG Goal. But primary education is one of the gray areas in the contemporary Bangladesh society.

Parents will be aware about bad effects of hazardous jobs and importance of education. They inspire and help their children to give up them the education and come to non-hazardous job. Children will be able to make a lot of children aware about different child rights related issues through child-to-child approach. Children will be able to explore their creativity through different awareness raising program.

Objectives
  • To improve the quality of life for children by developing their life skills and empowering them through non-formal education, and awareness-raising.

  • Illiterate and school dropout children are qualified for mainstreaming in formal education

  • Becoming accountable to the parents, employers and community people for establishing the rights of the working children

Working children who are out of school, dropout from school and never enrolled in school.

Bataryghat, Koylaghat, Mominbugh, Matabbor Bazar and Lalbugh area in Kamgangir Char the Southrn part of South City Corporation,Dhaka. Bangladesh.
